Normally closed idle state. Thermostat transmits opening signal to energize valve and enable chilled/hot water supply to fan coil units for cooling or heating. Once indoor temperature reaches preset value, valve power cuts off; return spring closes valve to block water flow, maintaining constant room temperature.
